Frenchman Christian Sapsizian, an Alcatel employee, admitted to offering $2.5 million in bribes to executives at the Costa Rican Electricity Institute (ICE). He did so in a Florida court, where he decided to cooperate with authorities. He never named the people involved in the transactions.
